The EBSN is an initiative by Eastleigh Borough Council. The initial strategy was to bring together Council Officers and Members with representatives from local industry and commerce. As the project grows it is expected to widen its membership.

The project terms of reference are:

• To ensure that the needs of Eastleigh Businesses are addressed.
• To work together in an effort to reduce duplication of effort and/or provision of services.
• To pro-actively promote business support services within the Eastleigh area.
• To carry out joint research and to share research on factors affecting the prosperity and growth of Eastleigh businesses.
• To investigate needs not yet met by current business support provision and provide solutions to these.
